There is no global shortage of capital. The problem is where it goes.

In a new op-ed for @devex , our Chairman @RiouxRemy explains why public development banks, which together hold more than $23 trillion in assets, are key to fixing a fragmented financial architecture and getting finance to the economies that need it most.

Last week at the 2026 The World Bank Group / International Monetary Fund Annual Meetings in Bangkok, Finance in Common engaged with global leaders to move from climate and development commitments to concrete delivery on the ground.

🌏 From Quy Nhon to Bangkok 2027: turning dialogue into delivery!

Finance in Common and @IDFC_Network joined the inaugural Quy Nhon Dialogue on Climate and Transitions (10–11 October) in Viet Nam as institutional knowledge partners.

Organised by RENCONTRES DU VIETNAM, hosted by ICISE Quy Nhon and supported by @AFD_France a founding partner, under the high patronage of the Gia Lai Province and the Vietnam Ministry for Science and Technology, the Dialogue explored how countries can navigate energy security, financial transformation and climate resilience.

How can we finance long-term economic transformation when fiscal space is shrinking, debt pressures are growing and climate risks are accelerating?

This question was at the heart of the plenary on Reconfigurations of Transition Financing, featuring:
- Rafael Leão, Brazil's Ministry of Finance
- Dr. Sam Koojo, Uganda's Ministry of Finance and Co-Chair of the Country Platforms Hub
- Dorah Modise, South Africa's Presidential Climate Commission and Co-Chair of the Country Platforms Hub
- @RiouxRemy , Chairman of Finance in Common
- Nicolas Picchiottino, Secretary General of IDFC

Moderated by Laura Sabogal Reyes, Head of Climate and Development Finance at FiCS and IDFC, the exchange underscored three priorities:
- Making fiscal sustainability and long-term investment mutually reinforcing.
- Turning national strategies into investment programmes, with country platforms and public development banks bridging planning, project preparation and financing.
- Making the global development finance ecosystem work better together, moving from fragmented financing towards collective investment and delivery at scale.

Financial innovation must serve investment strategy, not the other way around.

Our sincere thanks to the Government of Viet Nam for its generous hospitality, and to all organisers and partners for making this exchange possible.

Onward to Bangkok 2027!

These conversations will help shape the road to the next Finance in Common Summit (31 March–2 April 2027), where the global public development bank community will come together to accelerate collective action and deliver sustainable growth for a more resilient future.

During #UNGA81 and #NYCClimateWeek, FiCS Chairman @RiouxRemy took part in a series of high-level events and bilateral meetings, engaging with UN institutions, governments, philanthropic organizations, and development finance institutions to advance the FiCS agenda and deepen cooperation around sustainable development and climate finance.

Across key high-level events, from Just Energy Transition financing with UN Capital Development Fund (@UNCDF ) to high-level climate finance dialogues on the road to @turkiyecop31, FiCS highlighted the role of Public Development Banks in turning country priorities into investment pipelines, mobilizing domestic and catalytic capital, and connecting public and private finance.

Alongside these events, bilateral meetings provided an opportunity to translate discussions into concrete work programs:

- Innovative Capital & City Financing: Joining Prime Minister Tshering Tobgay of Bhutan to discuss the Gelephu Mindfulness City (GMC), with the FiCS Lab Incubator supporting the Bank of Bhutan and Bhutan Climate Fund in structuring a carbon-linked bond.
- Operational Inclusion & Blended Finance: Confirming a joint workplan with Pradeep Kurukulasuriya (@UNCDF) to expand PDB-originated blended finance.
- COP Priorities & Country Platforms: Aligning with Marcos Neto (@UNDP ) to mobilize National Development Banks toward UNFCCC COP priorities, including COP31, and country platforms leveraging the Global Financing Playbook.
- UN System Anchoring: Strategic exchanges with Navid Hanif (@UNDESA ) to strengthen the interface between Public Development Banks and the United Nations system.
- Philanthropic Synergies: Exploring joint initiatives with Brian San (Institute of Philantropy) and Kalpana Kochhar (@gatesfoundation) to scale investments in health, education, and climate-resilient agriculture via the Agri-PDB platform.

The Path to Bangkok 2027 📍
